This report presents the new 2023 data on public expenditure on education and discusses the economic returns to investing in education. Education investment in the EU is showing early signs of recovery, but persistent challenges remain. The new EU economic governance framework and the Union of Skills open the door for more strategic education investment. The report shows that education is a proven engine of competitiveness and long-term resilience. Tackling educational inequality is key to promoting intergenerational fairness and mobilising all economic potential. Quality education is also central to addressing Europe’s demographic transition, including the challenge of skills shortages.
